If the daycares run by the Somalis in Minneapolis, were actually legitimate, wouldn't there be government paperwork showing these businesses exist?

Wouldn't there be paperwork showing that these businesses are paying their local and state taxes and employee payroll taxes?

Wouldn't they fall under required local and state mandated timely and repeated inspections?

Just like a food inspector that inspects the restaurants.

Where are these forms? Where are the ratings? How did these inspectors not see the empty daycares?

How did these inspectors not see that there was no paperwork at these daycares? No children records, no payment records, no parent records?  If these were legit businesses, the scrutiny for a daycare is way higher than for a restaurant or any other business, how then is it that the state and the local governments were not aware that they were fraudulent businesses?

The only answer is the simplest one, they were all in on it.
